The CDA Whistleblowing Channel (“Channel”) provides both internal and external parties with an avenue to report any wrongful practices within or pertaining to the CDA and/or any of its officers, in good faith, without fear of reprisal in order for appropriate investigations and further actions to be taken. The Channel is independently managed by the Internal Audit Office.
The whistleblower’s identity and the concerns raised within the report will be kept confidential, save as required for the purposes of conducting further investigations or compliance with applicable laws and regulations. This may include further disclosures to the Singapore Police Force, Corrupt Practices Investigation Bureau, or any other relevant agency as deemed necessary.
Examples of reportable wrongful practices
Wrongful practices that are reportable to the Channel include, but are not limited to:
Financial and non-financial administrative malpractices;
Fraud or deliberately including false or incorrect information in the preparation, evaluation, review, audit of financial accounts and records;
Misappropriation, theft or misuse of funds or assets; and
Wilful suppression or concealment of any relevant information relating to wrongful practices.
Information to be provided in report
In making a report to the Channel, please provide the following information, where possible:
Description of the incident(s), including where, when and how the incident occurred;
Name(s), department(s) and designation(s) of CDA staff allegedly involved;
Date, time and location of the incident(s), including where there are multiple occurrences;
Details of any witness(es) and evidence that you may have or may be aware of;
Value of any money or assets involved (if any); and
Any other information and evidence that may substantiate the report or assist investigative efforts in any way.
