CDA introduces the Singapore Pandemic Preparedness and Response Framework to strengthen nationwide preparedness

1. Drawing from lessons learned during previous infectious disease outbreaks, including the COVID-19 pandemic, the Communicable Diseases Agency (CDA) has introduced the Singapore Pandemic Preparedness and Response Framework to strengthen national pandemic preparedness. This supersedes the 2014 “Pandemic Readiness and Response Plan for Influenza and Other Acute Respiratory Diseases”.
2. Singapore is embracing a forward-thinking strategy that goes beyond a disease-specific approach to one that is disease-agnostic. This will comprehensively address both known and unknown disease threats through an integrated preparedness and response framework. While earlier preparedness approaches served Singapore well with a prescribed response to combat known pathogens with well-understood disease characteristics, the new framework builds upon this to enhance the nation’s capabilities against a broader range of challenges.
3. The new framework emphasises modular and adaptable systems and resources that can be quickly tailored and scaled to meet evolving needs of various diseases. Through its flexible “plug-and-play" approach, which prioritises agility through modular and adaptable components, resources and responses can be quickly scaled and adjusted for both known and emerging infectious disease threats.
4. When faced with a disease outbreak, the framework outlines key considerations for developing a flexible and responsive public health strategy that aims to save lives and protect livelihoods. There are five broad categories of measures, alongside crucial enablers to ensure that measures are effectively implemented. Professor Vernon Lee, Chief Executive Officer, CDA, said: "The Singapore Pandemic Preparedness and Response Framework demonstrates the government’s proactive initiative to strengthen the nation’s resilience against pandemics and enhance Singapore’s whole-of-society readiness to combat future infectious disease threats. It allows for a rapid and agile response by all stakeholders, and for swift implementation, scaling and coordination of measures as the situation evolves.”
6. The CDA, together with the Ministry of Health, will work on the implementation of the framework. This will be achieved through close collaboration with the public and other stakeholder agencies spanning security, economy, education, transport, and other sectors that have a major role in mitigating the wide-ranging impact of pandemics.
7. Ensuring that Singapore is prepared for pandemics is a shared responsibility that requires collective societal effort. Businesses and other organisations are encouraged to refer to the framework when developing or updating their business continuity plans, tailored to their operational needs.
8. For individuals, maintaining good personal hygiene and being socially responsible are important. This includes staying at home when unwell, keeping vaccinations up to date and keeping abreast of the latest health advisories. Doing so helps reduce the risk of outbreaks and is vital in protecting our loved ones and the community. The public may refer to CDA’s website for the latest information on infectious diseases.
